Ontario Tire Stewardship Submits Used Tires Program Wind Up Plan

Ontario Tire Stewardship (OTS) submitted its proposed Used Tires Program (UTP) Wind Up Plan to the Resource Productivity and Recovery Authority on November 30, 2017, meeting the deadline for submitting the plan set by the Ontario Minister of the Environment and Climate Change.

In February 2017, the Minister of the Environment and Climate Change issued direction to OTS to wind up the UTP by December 31, 2018. The Minister initially directed OTS to develop a wind up plan and submit it to the Authority by October 31, 2017, per S. 5 (d) of the Waste Diversion Transition Act, 2016 (WDTA), which empowers the Authority to oversee the orderly winding up of Industry Funding Organzations (IFOs) and waste diversion programs. The deadline was extended to November 30, 2017 at the request of OTS.

The Authority is currently reviewing the proposed wind up plan to determine whether it is consistent with the WDTA, applicable regulations and the Minister’s directions. Once the Authority has reviewed the Plan, it will undertake public consultations as outlined in S. 14 (14) of the WDTA, which requires the Authority to consult when assessing an IFO wind up plan.

Consultation details are anticipated to be announced in mid-December with consultations to be held in mid-January. Details will be posted to our website.
