About this page

RPRA enforces the requirements of the Resource Recovery and Circular Economy Act, 2016 (RRCEA) and its regulations for Batteries, Blue Box, Hazardous and Special Products, Electronics, Lighting and Tires. Obligated businesses are required to register with RPRA and report on their supply and recovery of regulated materials.

RPRA publishes the following compliance information annually to its website:

  • Compliance cases
    • Inspections: Cases addressing any instance of potential non-compliance, such as free-riding, incorrect reporting, incomplete or late reporting, or failure to pay RPRA’s program fees.
    • Potential free riders: Businesses that may be obligated under the RRCEA to register with RPRA as a producer but haven’t.
    • Non-compliance cases: Inspection cases where, after investigation, a contravention of the producer responsibility regulations is reasonably suspected.
  • The number of producers and producer responsibility organizations (PROs) registered for each program.
  • Report submissions: The number of supply reports producers submitted.
  • Report submission rates: The percentage of registered producers that submitted supply reports by the end of a given year.
  • Compliance interactions: Incoming and outgoing phone calls and emails with RPRA’s Compliance and Registry Team.

The table below breaks down the number of compliance cases for each program based on:

  • The number of open inspection cases as of December 31, 2024, for any instance of potential non-compliance, such as free-riding, incorrect reporting, incomplete or late reporting, or failure to pay RPRA’s program fees. Cases may have been opened prior to 2024.
  • The number of new non-compliance cases opened in 2024 where, after investigation of non-compliance, a contravention of the producer responsibility regulations is reasonably suspected.
  • The number of non-compliance cases closed in 2024.

Free riders

Potential free riders are businesses that may be obligated under the RRCEA to register with RPRA as a producer but haven’t. RPRA closed 248 free rider cases in 2024.

Free riders brought into compliance: The number of potential free rider cases closed as a result of the business registering as a producer in the relevant program.
Free riders determined not obligated: The number of potential free rider cases closed because RPRA determined the business was not obligated to register to report.

Number of registered producers and PROs

Producers can enroll in more than one program and are counted as separate registered producers in each relevant program. For example, a business that registers in both the Blue Box and Hazardous and Special Products programs is represented as an individual producer in each program. 

The below graphs show the number of registered producers and PROs by program in 2023 and 2024, as well as the total number of registered producers from 2021 to 2024. The number of producers has increased as new regulatory requirements came into effect and programs opened for registration.
