RPRA enforces Ontario’s recycling requirements for batteries, Blue Box materials, hazardous and special products, electronics and lighting and tires. This page summarizes data reported by regulated businesses and RPRA’s compliance activities, including:
- Number of registered producers and PROs
- Producer supply and performance reports submitted on time and after the reporting deadline
- Information about supply and performance report adjustments
- Compliance cases, including inspection cases, non-compliance cases and potential free riders
- Support interactions with RPRA’s Compliance and Registry Team
This page is updated annually and excludes commercially sensitive information. All the data on this page, along with additional metrics, is also available in this downloadable Excel.
Number of registered producers and PROs
RPRA reports the number of businesses registered in each program. Registrants enrolled in multiple programs are counted once within each applicable program. For example, a business registered as a producer in both Electronics and Lighting is counted once in each program.

Producer report submissions
Producers are required to submit the following reports to RPRA annually:
- Supply reports: The weight of obligated materials that producers supplied into Ontario.
- Performance reports: The weight of obligated materials that producers collected, recycled or reused.
RPRA reports on the timeliness of producer report submissions by program, specifically:
- Total reports submitted: The number and percentage of reports submitted on time and late (i.e. submitted after the deadline or not yet submitted).
- Total reported tonnes submitted: The weight and percentage of the total reported material that was submitted on time and late (i.e. after the reporting deadline).

Adjustments to producer-reported data
RPRA reports on adjustments made to supply and performance data submitted by producers, by program. RPRA’s Compliance and Registry Team may adjust submitted data for the following reasons:
- Data entry errors identified by registrants or by RPRA. For example, a calculation error or incorrect information received from a PRO.
- The purchase or sale of performance credits by a producer or by a PRO on the producer’s behalf, or the reallocation of tonnage between producers by a PRO.
- Other reasons identified by RPRA.
The charts below show adjustments made in 2025 and:
- The supply and recovery year the report adjustments apply to.
- Programs where adjustments were made. Programs with no adjustments are not shown.
- Negative values where previously reported tonnage was reduced because it had been overreported.
- Positive values where previously reported tonnage was increased because it had been underreported.
- A value of 0 where no adjustments were made for that year.

Compliance cases
RPRA reports on the following types of compliance cases:
- Inspection cases: Potential instances of non-compliance with Ontario’s producer responsibility regulations, including free riding (not registering as a producer), incorrect reporting, incomplete or late reporting, and failure to pay program fees.
- Non-compliance cases: Inspection cases where, after review, a contravention of a producer responsibility regulation was reasonably suspected.
- Potential free riders: Businesses that may be required to register as a producer with RPRA but have not yet done so. Only those potential free rider businesses that RPRA proactively reached out to are included in this metric. Free riders that registered as producers on their own are excluded.
- Note: This metric is focused on one type of potential free rider (those that have failed to register RPRA). The other types of potential free riders are outlined in this FAQ and are not captured in this metric.

Support interactions refer to calls and emails to and from RPRA’s Compliance and Registry Team through 1-833-600-0530 and [email protected].
These interactions can vary and include communicating with registrants enrolled in producer responsibility and/or digital reporting programs, the general public and others. Interactions can include supporting businesses in understanding their requirements, investigating cases, and helping obligated businesses register and report.
