Supply and recovery of hazardous and special products in Ontario

Hazardous and special products (HSP) data was last updated on April 2, 2026, with 2024 supply, collection and recovery data.

This page is updated annually with the most accurate registry data RPRA has available to publish and the data is subject to change. Published reports do not contain commercially sensitive information.

Note: This page will be updated with visualizations and new metrics over time, as RPRA continues to expand and enhance its public reporting.

About resource recovery

Businesses that supply HSP materials into Ontario are required to meet resource recovery requirements as outlined in the Hazardous and Special Products Regulation. By law, HSP producers must report every year on the weight of HSP materials they supply into Ontario, and how they met the resource recovery requirements.

Supply and resource recovery requirements

HSP producers report the weight of materials to RPRA one year after it was supplied (e.g., 2024 supply weight is reported to RPRA in 2025). For applicable material categories, the reported supply weight is used to set resource recovery requirements for the following year (e.g., 2024 supply data is reported to RPRA in 2025 and, along with 2022 and 2023 supply data, sets resource recovery requirements for 2026).

Note: The Hazardous and Special Products Regulation sets resource recovery requirements for oil filters and non-refillable pressurized containers only.

Recovery

The weight of HSP materials recovered is reported to RPRA the year after it was recovered (e.g., materials recovered in 2024 are reported to RPRA in 2025). The tables below display producer-reported recovered tonnes (the weight of collected and recovered materials allocated to producers).

The Hazardous and Special Products (HSP) Regulation requires producers of oil filters and non-refillable pressurized containers to meet recovery rate requirements.

Note: Collection data for refillable pressurized containers is unavailable as the data is currently under review.

The date below represents the year in which materials were recovered.

HSP producers, or PROs on their behalf, and service providers were required to report 2024 recovery results for collecting and recovering oil filters and non-refillable pressurized containers by July 31, 2025. These reports show that the 85% recovery requirement for oil filters and the 25% recovery requirement for non-refillable pressurized containers outlined in the HSP Regulation were not achieved by producers.

Recovery reports submitted in 2024 show that the 85% recovery requirement for oil filters and the 25% recovery requirement for non-refillable pressurized containers outlined in the HSP Regulation were not achieved by producers.

HSP producers, or PROs on their behalf, and service providers were required to report 2022 recovery results for collecting and recovering oil filters and non-refillable pressurized containers by September 15, 2023. Recovery reports submitted in 2023 show that the 85% recovery requirement for oil filters and the 20% recovery requirement for non-refillable pressurized containers outlined in the HSP Regulation were not achieved by producers.

Note: The 2022 performance year also includes data from October to December 2021.
