Resource Recovery Reports

ITT/AV and Tires 2022 supply and recovery data and Blue Box 2022 supply data was posted on December 7, 2023.

Companies who supply tires, Blue Box materials, hazardous or special products (e.g., paint, automotive materials), batteries, lighting, or electronics to Ontario are obligated under the Resource Recovery and Circular Economy Act, 2016 to recover portions of what they supply, and meet resource recovery targets. Resource recovery is the collection and repair or recycling of end-of-life products or packaging. Companies must report to RPRA every year on how much material they supply to Ontario, and how they meet the resource recovery requirements.  

RPRA reports annually on the following:  

  • Supply: The amount of materials supplied into the Ontario market.  
  • Resource recovery requirement: The tonnes of materials producers are required to recover.  
  • Recovery requirement reduction: Reduction to the overall recovery requirement as determined by the amount of material supply that meets certain criteria. The reductions are calculated differently for different materials.   

Published reports will not contain commercially sensitive information.

RPRA publishes report data for each program as soon as possible after reporting deadlines have passed. Report data may be unverified and is subject to change as audit and verification activities and compliance inspections unfold.

Summary: 

Tire producers, or PROs on their behalf, and service providers were required to report 2022 recovery results for collecting and recovering used tires by May 31, 2023. Recovery reports submitted by PROs in 2023 show that the 60% collection rate for large tires and the 85% recovery rate target for all tires outlined in the Tires Regulation was achieved. However, the 85% collection target for all tires was not achieved. Note that the 2022 recovery results are not audited. They will be audited, along with 2021 and 2023 performance, in 2024.

Summary:

Tire producers, or PROs on their behalf, and service providers were also required to report 2020 recovery results for collecting and recovering used tires by May 31, 2021. Audited recovery reports submitted by PROs in 2021 show that the 85% recovery rate target for all tires outlined in the Tires Regulation was achieved (producers must ensure that 85% of the tires they collected in a year, by weight, were reused, retreaded or turned into processed).
