From April 22 to May 30, 2025, RPRA is consulting on the cut-off thresholds that determine if lighting producers are considered large or small for supply data verification reporting. Starting in 2025, only large lighting producers will be required to submit a supply data verification report to RPRA. Small producers are no longer required to submit a verification report but will be subject to inspections.
This proposal outlines the proposed thresholds that producers will use to determine if they meet the definition of a large producer and therefore required to submit a supply data verification report in 2025 and onwards.
Producers are encouraged to submit feedback after reading the proposal to consultations@rpra.ca by May 30, 2025.
RPRA will consider all feedback received when revising the Lighting Supply Data Verification Procedure to include the finalized thresholds. A communication will be sent to all lighting producers once the procedure is posted.
Important deadlines
The deadline for lighting producers to submit their supply data verification report is August 31, 2025. RPRA will provide more information about submitting this verification report ahead of the deadline.
This is separate from the deadline for lighting producers to submit their annual supply report by April 30, 2025. Learn more.
Background
Under the Electrical and Electronic Equipment (EEE) Regulation, lighting producers are required to report supply data annually to establish their management requirements for the following year. Supply data must be reported in accordance with the Lighting Verification and Audit Procedure.
To support this, in 2023/2024, RPRA consulted on the principles and methodologies outlined in the Lighting Verification and Audit Procedure and developed the Lighting Supply Data Verification Procedure. In addition to determining that only large producers will be required to submit a verification report beginning in 2025, RPRA made the following decisions based on feedback received:
- All lighting producers were required to submit a one-time supply data verification report to RPRA in 2024 (the first verification reporting year), and
- To consult on two producer categories (i.e., large and small) after receiving 2024 verified supply data from lighting producers.
