Ontario finalizes amendments to the Resource Recovery and Circular Economy Act, 2016 

The Government of Ontario has finalized amendments to the Resource Recovery and Circular Economy Act, 2016 (RRCEA). 

The amendments provide the province with new authorities to: 

  • Improve system assessment and data gathering – The Minister of the Environment, Conservation and Parks may now order RPRA to collect certain data from producers, producer responsibility organizations (PROs) and waste service providers. This includes operational, contractual, and financial information that may be used to evaluate performance and inform future policy changes. 
  • Boost transparency on costs and program data – Regulations may now require PROs and other parties to disclose certain information to producers, RPRA, and the public. This includes invoices, service agreements, and annual reports to help producers better understand and manage costs. 
  • Maintain collection for small businesses – The amendments allow for regulations that may require PROs to offer collection services to municipalities or other specified entities for small businesses. This is intended to support continuity of service where municipal collection already exists.  

These amendments were finalized following a public consultation that ran from June 4 to July 21, 2025.
