Consultation open: Distribution of Ontario Tire Stewardship surplus funds to tire PROs
RPRA and Ontario Tire Stewardship (OTS) are hosting a joint consultation to gather stakeholder feedback on the proposed surplus fund distribution plan, following direction from the Minister of the Environment, Conservation and Parks on October 1, 2026.
The proposed surplus fund distribution plan would implement the Minister’s direction to distribute approximately $30 million in remaining OTS surplus funds to tire producer responsibility organizations (PROs) registered with RPRA, rather than former stewards of the program. The funds are intended to offset PRO costs associated with increased management targets following the September 2026 amendments to the Tires Regulation and protect consumers against increasing environmental handling fees on tires.
Consultation process
Stakeholders are encouraged to review the following documents and provide written feedback to [email protected] by November 10, 2026:
- Consultation proposal: Provides a high-level overview of the Minister’s direction and the proposed surplus fund distribution plan.
Stakeholders can also participate in a joint webinar hosted by RPRA and OTS on Monday, November 2, 2026, to learn more about the proposed surplus fund distribution plan, ask questions and provide feedback.
