2023 Fees for Hazardous and Special Products are finalized and posted

The 2023 Hazardous and Special Products (HSP) Program fees have been finalized and posted. View the fees here. 

Consultation on the proposed 2023 HSP Program fees began in fall 2022, along with other producer responsibility program fees. Based on feedback received during the first consultation, RPRA initiated a second consultation on a revised fee proposal for producers of HSP category A and B materials from January 26 to March 13, 2023. In April 2023 further revisions were posted for additional feedback.

The revised proposal for producers of HSP category A and B materials was approved, including the supplemental revision proposed in April to equally divide the automotive materials cost between producers of antifreeze, oil filters and oil containers. A second supplemental revision that would defer fee rate increases for automotive materials producers was not approved due to mixed reception by stakeholders.

The proposed fees for producers of HSP category C, D and E materials posted in fall 2022 were also approved.
