RPRA General Counsel and Chief of Strategic Initiatives Noah Gitterman Appointed CEO

Noah Gitterman, the Resource Productivity and Recovery Authority’s General Counsel and Chief of Strategic Initiatives, has been appointed Chief Executive Officer, effective June 4, 2024. 

“Noah’s appointment as CEO will ensure RPRA continues its evolution as a highly effective regulator without losing any momentum. His experience as RPRA’s General Counsel and Chief of Strategic Initiatives, as well as his previous experience as RPRA’s Registrar, will provide organizational continuity and allow for a seamless transition in executive leadership,” said Robert Poirier, Chair of RPRA’s Board of Directors.  

Mr. Gitterman’s appointment as CEO by RPRA’s Board of Directors comes after an exhaustive national search process undertaken by the executive recruitment firm Odgers Berndtson, which was overseen by a special CEO search committee of RPRA’s Board of Directors.

This journey includes the ongoing transition of Ontario’s iconic Blue Box Program, as well as delivery of high-quality registry services for the ministry’s hazardous waste and excess soil programs,” said Mr. Gitterman, RPRA’s newly appointed CEO.   

Mr. Gitterman first joined RPRA as General Counsel on April 9, 2018, joining the founding executive team and providing critical legal and strategic advice as the organization was being built and as RPRA’s compliance and enforcement program was being established. While continuing as General Counsel, Mr. Gitterman also served as Registrar between January 1, 2021, and January 31, 2022. On February 1, 2022, Mr. Gitterman assumed the Chief of Strategic Initiatives portfolio, while continuing as General Counsel, to lead the delivery of key projects to support the fulfilment of RPRA’s legislative mandate. 

Prior to joining RPRA, Mr. Gitterman led a policy team in the Ontario Ministry of Government and Consumer Services, where he developed policies to establish new regulatory authorities and implemented innovative regulatory compliance tools. Mr. Gitterman also spent a decade in New York City practicing commercial law with Proskauer Rose LLP and previously clerked with the Honourable Justice John M. Evans at the Federal Court of Appeal of Canada. Mr. Gitterman holds a B.A. in philosophy from McGill University, a J.D., Law from the University of Toronto, and an M.A. in public policy from the University of Chicago.  

Mr. Gitterman replaces Frank Denton, RPRA’s current and founding CEO, who has served in that role over the past 7 years.  

RPRA was established on November 30, 2016, and oversees producer responsibility programs under Ontario’s circular economy regulatory framework for used tires, batteries, hazardous and special products, electronics, lighting, and Blue Box materials. RPRA also operates two digital reporting services on behalf of the Ministry of the Environment, Conservation and Parks, for excess soil and liquid industrial and hazardous waste.
