Ontario Government consulting on proposed amendments to the Tires, Hazardous and Special Products and Administrative Penalties regulations 

The Ministry of the Environment, Conservation and Parks (MECP) has proposed amendments to the following regulations under the Resource Recovery and Circular Economy Act, 2016 (RRCEA):  

• Tires Regulation (O. Reg. 225/18) 
• Hazardous and Special Products (HSP) Regulation (O. Reg. 449/21)  
• Administrative Penalties (AP) Regulation (O. Reg. 558/22)  

Proposed amendments include:

• Under the Tires Regulation:
  • expanding the existing “call-in” collection requirement
  • adding a requirement where collected tires must be managed within three months of pick-up 

• Under the HSP Regulation:
  • revising recycling efficiency rate (RER) requirements
  • clarifying collection site requirements  

• Under the AP Regulation:
  • removing the $1M cap on APs

The ministry is also seeking feedback on possible changes that may affect other producer responsibility regulations under the RRCEA, such as adding rules related to PROs sharing collection sites and trading performance credits and adding provisions to increase Ontario-based processing of materials.  

Providing feedback:

The proposed amendments are now open for public consultation on the Environmental Registry of Ontario (ERO) for 30 days from April 2, 2026, to May 2, 2026.
