A producer responsibility organization (PRO) is a business established to contract with producers to provide collection, management and administrative services to help producers meet their regulatory obligations under the Hazardous and Special Products (HSP) Regulation, including:

  • Arranging the establishment or operation of collection or management systems (hauling, recycling, reuse or refurbishment services)
  • Establishing or operating a collection or management system
  • Implementing a promotion and education program
  • Preparing and submitting reports

PROs operate in a competitive market and producers can choose the PRO(s) they want to work with. The terms and conditions of each contract with a PRO may vary.

Signing up with a PRO

The following PROs are registered with RPRA. Click the PRO’s name to view which HSP materials they offer services for and their contact information.

PRO obligations under the HSP Regulation

As of October 1, 2021, HSP producers are individually accountable and financially responsible for collecting and managing their products when consumers discard them. A PRO that has entered into an agreement with a producer is required under the HSP Regulation to satisfy the collection and/or management system requirements that apply to the producer and the type of HSP.

A PRO must register with RPRA within 30 days of being retained by an HSP producer.

Collection activity reporting

As of August 1, 2024, producers, or PROs on their behalf, are required to regularly update their collection activities in the Registry. For more information and step-by-step instructions on how to report collection activities, read our guide.

Annual Performance Reporting

PROs acting on behalf of a producer are required to submit an annual report with performance data from the previous calendar year.

PROs will need to report the following information for each producer client:

Category A (oil filters and non-pressurized containers)

  • A separate report for each type of HSP
  • Total weight of HSP collected
  • Total weight of materials recovered from processing the collected HSP (e.g. metals, plastics, etc.)
  • Total weight of materials processed from that type of HSP that was:
    • Land disposed
    • Incinerated
    • Used as a fuel or a fuel supplement, or
    • Stored, stockpiled, used as daily landfill cover or otherwise deposited on land
  •  A description of the activities undertaken by the producer to comply with the promotion and education requirements

For the 2025 performance period and later, producers are required to ensure that at least 85% of oil filters and 30% of non-refillable pressurized containers they supplied is processed, refurbished or reused. PROs will report on the extent to which a producer was able to achieve their management requirement.

Category B (oil containers, antifreeze, pesticides, solvents and paints and coatings)

  • A separate report for each type of HSP
  • Total weight of HSP collected
  • Total weight of materials recovered from processing the collected HSP (e.g. metals, plastics, etc.)
  • Total weight of materials processed from that type of HSP that was:
    • Land disposed
    • Incinerated
    • Used as a fuel or a fuel supplement, or
    • Stored, stockpiled, used as daily landfill cover or otherwise deposited on land
  • A description of the activities undertaken by the producer to comply with the promotion and education requirements
  • For pesticides only, the name and contact information of each processor or disposal facility

Category C (mercury containing barometers, thermometers and thermostats)

  • A separate report for each type of HSP
  • Total weight of HSP collected
  • Total weight of materials recovered from processing the collected HSP (e.g. metals, plastics, mercury, etc.)
  • The weight of materials processed from that type of HSP that was
    • Land disposed
    • Incinerated
    • Used as a fuel or a fuel supplement, or
    • Stored, stockpiled, used as daily landfill cover or otherwise deposited on land
  • A description of the activities undertaken by the producer to comply with the promotion and education requirements

Category D (fertilizers)

  • A description of the activities undertaken by the producer to comply with the promotion and education requirements

Note: There are no annual reporting requirements for category E (refillable propane containers and refillable pressurized containers).

Deadline: HSP performance reporting is due July 31 of each year.

Note: As a PRO, you cannot report HSP supply data on behalf of your producer clients. They will have to log into their Registry account once a year to provide this information and pay the required Registry fee.

Beginning in 2025, PROs will be required to submit an audit verifying a producer’s performance reporting for categories A, B and C. More information about performance audit requirements will be communicated later this year when the procedure is finalized. Learn more here.

RPRA will require a Performance Audit Report in 2025, however the report will not be submitted in the Registry with the Performance Report. RPRA will communicate directly with producers and PROs when the Resource Recovery Performance Audit Procedure is finalized. Learn more.
