Under Ontario’s Excess Soil Regulation, project leaders, owners, site operators, and authorized persons are required to file notices for certain project areas, reuse sites, and residential development soil depot sites where excess soil is generated, transported, temporarily placed, or deposited.
Notices must be filed through RPRA’s Excess Soil Registry. The Ministry of the Environment, Conservation and Parks is responsible for conducting compliance and enforcement activities for the program.
RPRA publishes reported data annually. Published reports do not contain commercially sensitive information or personal information.
What data is posted
The Excess Soil Registry datasets contain information submitted to the registry via the following notices types:
- Project area notice: A notice filed in the registry for a project that generates excess soil from a single property or a group of properties.
- Residential development soil depot (RDSD) notice: A notice filed in the registry fora temporary storagesite to manage soil generated from residential development projectsthat will ultimately be transported to a reuse site.
- Reuse site notice: A notice is filed in the registry for a site where excess soil is received and used for an identifiable beneficial purpose.
The datasets also contain information about project area properties and excess soil destination sites (Class 1 or Class 2 soil management site, landfill/dump, or local waste transfer facility).
The datasets do not contain addresses of destination sites or volumes of excess soil transferred to destination sites recorded in project area notices at this time due to a system limitation. RPRA is working to resolve this and publish complete destination site data in the future. Destination site data is currently available on the public portal within individual project area notices.
Registry data
The data is pulled directly from RPRA’s Excess Soil Registry as submitted by obligated parties and formatted for public posting. The data is not independently audited or validated by RPRA prior to publication and may be subject to updates, corrections, or discrepancies.
