RPRA has released its 2026 Business Plan.
This year’s plan – RPRA’s 10th business plan since it was first established in November 2016 – continues to make strategic and sustained investments in effective enforcement and registrant support totaling $29.7M in 2026, an increase of 9% from 2025.
A central focus of the 2026 Business Plan is investment in the Blue Box Program with 6% of the overall 9% increase dedicated to building out RPRA’s audit and verification function and undertaking a deductions study.
These investments will support burden reduction for Blue Box producers by identifying more free riders, ensuring fairer distribution of escalating system costs, increasing the accuracy of supply and performance reporting, and making it easier for producers to make allowable deductions from their performance targets.
In addition to the strategic investments in the Blue Box Program, the plan outlines RPRA’s approach to risk management, financial planning, and performance measurement, and details the human and financial resources RPRA will need to deliver on its mandate during the 2026-2028 planning period.
The 2026 Business Plan builds on the strong regulatory foundation RPRA has built over the last decade and strengthens RPRA’s ability to drive environmental and economic progress in Ontario.
