The Authority approved the Addendum by June 30, 2021, as directed by the Minister. The approved Addendum outlines the necessary changes to the MHSW WUP, including required revisions to reporting deadlines for stakeholders and updated financial information in relation to the three-month extension of program operations.
Background
On April 12, 2018, the Minister of the Environment, Conservation and Parks directed SO to wind up the MHSW Program to enable the transition of hazardous or special materials to the individual producer responsibility (IPR) regulatory framework outlined in the Resource Recovery and Circular Economy Act, 2016 (RRCEA).
The MHSW Program had previously been directed to wind up on June 30, 2021, but in April 2021, the wind-up date was extended to September 30, 2021, by Minister’s direction. This direction does not apply to the single-use batteries category, which transitioned to the RRCEA on June 30, 2020. SO held a consultation from May 18 to May 25, 2021, and submitted its proposed MHSW WUP: Program Extension Addendum to the Authority on May 28, 2021.
The operation of the waste diversion program for MHSW will cease on September 30, 2021, and starting October 1, 2021, these materials will be subject to IPR requirements under the RRCEA.
