Consultation Extended on Revised Proposal for 2023 RRCEA Program Fees for HSP Category A and B

Consultation on proposed 2023 Hazardous and Special Products (HSP) Program fees, along with fees for other producer responsibility programs, began in fall 2022. Based on feedback received, a revised fee proposal for producers of HSP category A and B materials was consulted on from January 26 to March 13, 2023. ​

In response to feedback received on the revised proposal, RPRA consulted automotive materials producers in April and May on proposed supplemental revisions that would affect the fees for automotive materials producers only.

Consultation outcomes

The revised proposal for producers of HSP category A and B materials was approved, including the supplemental revision proposed in April to equally divide the automotive materials cost between producers of antifreeze, oil filters and oil containers. The proposed supplemental revision to defer fee rate increases for automotive materials producers was not approved due to mixed reception by stakeholders.

The proposed fees for producers of HSP category C, D and E materials posted in fall 2022 were also approved.

Background

2023 fees other producer responsibility programs, and fees for the Excess Soil Registry and the Hazardous Waste Program (HWP) Registry were published in December 2022.​ 

RPRA’s fees recover the costs of administering its programs, including compliance activities for its producer responsibility programs, as well as the costs of building and operating registries and providing support to users. As an administrative authority of the Government of Ontario, RPRA does not receive any government funding and recovers all costs through fees charged to regulated parties.
