Proposed 2027 program fees for producer responsibility programs and digital reporting services 

From June 30 to August 14, 2026, RPRA consulted on its proposed 2027 program fees for the following

  • Excess Soil and Hazardous Waste Program (HWP) registries
  • Producer responsibility programs under the Resource Recovery and Circular Economy Act, 2016 (RRCEA):
    • Batteries
    • Blue Box materials
    • Hazardous and Special Products (HSP) 
    • Information technology, telecommunications and audio visual (ITT/AV)
    • Tires 
    • Lighting 

This proposal outlines the proposed 2027 program fees.

What are program fees?

RPRA charges fees to parties obligated under the RRCEA to recover its costs for building and operating its registries, providing service to registrants, and for undertaking compliance and enforcement activities for producer responsibility programs. Those required to pay RPRA’s program fees include producers across all producer responsibility programs, registrants that file notices under the excess soil program, and HWP generators.

How to provide your feedback

Stakeholders were encouraged to review the proposal and submit written comments by email to [email protected] until August 14, 2026.

RPRA also hosted five program-specific webinars in July to present the proposal, answer questions, and gather feedback.

What happens next?

RPRA will review all feedback received and finalize the 2027 program fees by October 1, 2026. The final fees, along with a summary of the consultation process and feedback, will be posted on RPRA’s website. Registrants and stakeholders will be notified once the fees are available.
