From November 10, 2023, to January 10, 2024, RPRA is consulting on proposed fees for the Excess Soil Registry that would take effect in late Q1, 2024. Fees charged to users of the Excess Soil Registry are for building and operating the registry and providing support to users.
This proposal outlines the proposed new fees for the Excess Soil Registry and gives an overview of RPRA’s Cost Allocation Methodology. The proposed fee rates are estimates based on known information available at this time.
On October 13, 2023, RPRA proposed to extend the 2023 Excess Soil Registry fee rates into 2024. The 2023 fees will be maintained until the proposed rates for 2024 are finalized.

On November 23, 2023, RPRA hosted a webinar to walk through the proposal, answer questions and gain feedback from users of the Excess Soil Registry and other interested stakeholders. A recording of the session and the presentation slides can be found on this webpage.
Feedback can also be submitted by email to consultations@rpra.ca. All feedback must be received by RPRA on or before January 10, 2024.
RPRA will consider all feedback received during this consultation to finalize the proposed 2024 Excess Soil Registry fees. The final fees will be posted to RPRA’s website, along with a report summarizing the consultation process and feedback. Excess Soil Registry users and other stakeholders will be notified when the fees have been posted.
RPRA also consulted on proposed 2024 fees for producer responsibility programs and the Hazardous Waste Program (HWP) Registry from October 2 to November 16, 2023. You can learn more about the consultation and find the fee proposal here.
