A producer responsibility organization (PRO) is a business established to contract with producers to provide collection, management and administrative services to help producers meet their regulatory obligations under the Tires Regulation, including:

  • arrange the establishment or operation of a tire collection or management system (i.e. processing, hauling or retreading)
  • establish or operate a tire collection or management system (i.e. processing, hauling or retreading)
  • prepare and submit reports.

PROs operate in a competitive market and producers can choose the PRO (or PROs) they want to work with. The terms and conditions of each contract with a PRO may vary, contact a PRO to learn about the services they offer.

PRO obligations under the Tires Regulation

In addition to registering and reporting on behalf of producers, PROs will be required to report on their own activities each year, beginning in 2020.

A PRO must register with the Authority within 30 days of being retained by a producer.

To register as a Tires PRO, contact the Compliance and Registry Team at registry@rpra.ca or 1-833-600-0530.

Beginning in 2020, you will need to report the following information:

  • total actual weight of processed materials
  • number and calculated weight of total tires used and collected in Ontario
  • number and calculated weight of total tires sent for reuse on a vehicle
  • number and calculated weight of total tires sent for reuse for a new purpose
  • number and calculated weight of total tires retreaded
  • actual weight of total processed tire materials, by material
  • date and location of collection events

There are two tire categories for reporting purposes:

  • tires greater than 700 kg (large tires)
  • tires equal to or less than 700 kg

Deadline: Tire performance reporting is due May 31 of each year.

Tire producers are required to ensure that at least 85% of the tires they collected, or were collected on their behalf, are recycled, retreaded or reused. As the PRO responsible for organizing the collection, recycling or retreading activities on behalf of a producer, you will be able to report on the extent to which the producer achieved that target.

Beginning in 2020, you will need to report the following information for each producer:

  • number and calculated weight of tires used and collected in Ontario
  • number and calculated weight of tires sent for reuse on a vehicle
  • number and calculated weight of tires sent for reuse for a new purpose
  • number and calculated weight of tires retreaded
  • actual weight of processed tire materials, by material type
  •  date and location of collection events held
  •  their tire collection system
  •  their tire management system

Deadline: Tire performance reporting is due May 31 of each year.

Note: as a PRO, you cannot report new tire supply data on behalf of your producers – they will have to log into their Registry account once a year to provide this information and pay the required Registry fee.
