In February 2017, the Minister of the Environment and Climate Change issued directions under the Waste Diversion Transition Act, 2016 (WDTA) to Ontario Tire Stewardship (OTS) to wind up the Used Tires Program on December 31, 2018. This will enable the transition of tires to individual producer responsibility under the Resource Recovery and Circular Economy Act, 2016.
Used Tires Program Wind Up Plan
OTS submitted its proposed Used Tires Program Wind Up Plan to the Resource Productivity and Recovery Authority on November 30, 2017, meeting the deadline for submitting the plan set by the Minister.
The Authority has approved Ontario Tire Stewardship’s Wind Up Plan, with conditions.
The plan details how the Used Tires Program will be wound up on December 31, 2018 and OTS soon after. It also outlines how collection and recycling of used tires will continue up to December 31, 2018 to ensure continuous convenience for consumers.
Key actions include:
- Eliminating the Tire Stewardship Fee for passenger and light truck tires on October 1, 2018.
- Making available OTS’s Treadmarks IT system at no cost to those involved in resource recovery or waste reduction in Ontario related to tires to support competition and innovation in tire collection and recycling.
- Honouring OTS contracts with service providers to ensure tires continue to be collected and recycled until December 31, 2018 for a seamless transition to the new individual producer responsibility framework under the Tires Regulation on January 1, 2019.
- Providing effective financial management to ensure sufficient funds to operate the OTS program until its wind-up on December 31, 2018 and finance the dissolution of OTS.
- Ensuring measures to protect private and confidential data, release non-confidential data and transfer data to the Authority to support its compliance and reporting obligations under the Resource Recovery and Circular Economy Act, 2016.

Consultations
As required under the WDTA, the Authority conducted public consultations on the proposed plan between December 21, 2017 and March 1, 2018. Read the consultation report.
The Authority held an in-person consultation that was also live-streamed on the proposed plan on January 23, 2018. We also held a follow-up webinar consultation on January 29, 2018 where we provided a summary of the topics discussed during the consultation and answered additional questions.
