Administrator Appointed to Supervise Ontario Tire Stewardship
The Resource Productivity and Recovery Authority has appointed Toronto lawyer E. Patrick Shea, LSM Administrator of Ontario Tire Stewardship (OTS), which is responsible for the province’s Used Tires Program.
The Administrator appointment was made pursuant to S. 43 (1) and S.43 (2) 3 of the Waste Diversion Transition Act, 2016 and comes after the directors of the OTS board provided notification of their resignation to the Authority on September 18, 2017, which resulted in a loss of quorum on the OTS board.
Effective immediately, Mr. Shea will exercise the powers and perform the duties of the members of the board of OTS. He will work closely with OTS staff and ensure effective governance of the ongoing operations of the Used Tires Program and the orderly wind up of the Program by December 31, 2018 and of OTS thereafter, consistent with the Act and directions provided by the Minister of the Environment and Climate Change.
Mr. Shea is a partner with Gowling (WLG) Canada and a Queen’s University Faculty of Law lecturer specializing in matters related to the structuring and execution of reorganizations, liquidations and divestitures and acquisitions. He is also Vice Chair of the Government of Ontario’s Business Law Advisory Council mandated to review the province’s businss laws and make recommendations to make it easier to do business in Ontario. Mr. Shea was awarded the Law Society Medal in 2015.
