Minister Directs Authority to Create a Digital Reporting Service for Ontario’s Hazardous Waste Program
On April 21, 2020, the Minister of the Environment, Conservation and Parks issued a letter to the Authority directing it to prepare a digital reporting service for Ontario’s Hazardous Waste Program.
The new reporting service will help support the ministry’s goal of ensuring that hazardous waste is safely managed, while making it easier for the regulated community to report their hazardous waste management activities.
The service will be available beginning January 1, 2022, with registration of regulated parties beginning on or before July 1, 2021.
The government will be consulting with stakeholders on proposed regulatory and guidance amendments and reporting service changes to improve the Hazardous Waste Program digital reporting service.
Once the regulatory amendments are made, the Authority will:
- Provide a digital reporting service (including registration, reporting, information management, and related items) that enables regulated persons to comply with the information reporting requirements of the Hazardous Waste program.
- Set and collect fees in a transparent and consultative manner.
- Support stakeholders who report under the Hazardous Waste program.
The Authority is committed to engaging in meaningful and transparent consultation with affected stakeholders, including generators, carriers and receivers of hazardous and liquid industrial waste throughout the development and implementation of the new digital reporting service.

The minister’s direction aligns with amendments made to the Resource Recovery and Circular Economy Act, 2016, the EPA and the Waste Diversion Transition Act, 2016 in December 2019 to change the Authority’s mandate to provide digital reporting services for a wider range of waste and resource recovery programs beyond producer responsibility.
The ministry’s Hazardous Waste Program initiative is unrelated to the wind up of the Municipal Hazardous or Special Waste Program currently operated by Stewardship Ontario.
