Government consulting on regulations for Hazardous Waste Program

The Ministry of the Environment, Conservation and Parks (MECP) is seeking feedback on regulatory amendments and a new proposed regulation for the modernization of the Hazardous Waste Program.

The proposed regulatory amendments would transition the delivery of hazardous waste digital reporting services to the Authority and change registration and reporting requirements to support electronic service delivery. The amendments to the Environmental Protection Act would also include housekeeping changes to provide more clarity and ensure consistency with other regulations.

The proposed new regulation under the Resource Recovery and Circular Economy Act, 2016 would carry over fee exemptions for certain hazardous waste management activities that are currently outlined in Regulation 347. The regulation would require the Authority to consider these exemptions when setting fees to recover Hazardous Waste Program registry and reporting costs.

The proposals have been posted to the Environmental Registry at https://ero.ontario.ca/notice/019-2332 and https://ero.ontario.ca/notice/019-2331 for a 45-day comment period, from September 18, 2020 until November 2, 2020.

If you have any questions regarding the proposal, you can email the Ministry of the Environment, Conservation and Parks at: HWINmodernization@ontario.ca.
