Municipal reporting under the Blue Box Regulation now open

Under the Blue Box Regulation, municipalities and local service board areas are required to report to the Authority about their current Blue Box programs.

Municipal reporting is now open and will be done through two reports: the Initial Report and the Transition Report. The reporting deadlines depend on the community’s transition year as outlined in the Transition Schedule.

When do I report?

All municipalities and local services board areas are required to submit the Initial Report to the Authority on or before September 30, 2021.

Municipalities and local service board areas that are transitioning in 2023 are required to submit both their Initial and Transition Reports to the Authority on or before September 30, 2021. 

Communities transitioning in 2024 and 2025 are not required to complete the Transition Report at this time. Those communities will need to complete the Transition Report by:

  • August 31, 2022, if transitioning in 2024
  • August 31, 2023, if transitioning in 2025

Municipalities must complete the reporting forms below and email them as attachments to registry@rpra.ca by the appropriate deadline(s):

Who must complete these reports?

A form must be submitted on behalf of each eligible local municipality or local services board.

If you are an upper-tier municipality or waste association, these forms must be submitted separately for each eligible community in your program.

A local municipality means a single-tier municipality or a lower-tier municipality, and a local services board has the same meaning as “Board” in the Northern Services Boards Act.
