Lighting producer categories for supply data verification reporting now finalized

RPRA has updated its Lighting Supply Data Verification Procedure to include cut-off thresholds that determine if lighting producers are considered large or small for supply data verification reporting.

Starting in 2025, only large lighting producers with an average supply weight of 90,000 kg or higher are required to submit a supply data verification report to RPRA. Small producers are no longer required to submit a verification report but will be subject to inspections.

From April 23 to May 30, 2025, RPRA consulted on the proposed lighting producer categories. RPRA considered all feedback received during the consultation period. Stakeholder feedback and RPRA’s responses are summarized in the consultation report.

The finalized cut-off thresholds that were added to the registry procedure remain unchanged from what was outlined in the consultation proposal. This means that producers will use their last three years’ average supply weight from the previous reporting period to define if they are a small or large producer. Only large lighting producers whose average supply weight is 90,000 kg or higher will be required to submit a supply verification report.

Based on the finalized thresholds, only a small percentage of producers qualify as a large producer and must submit a supply data verification report to RPRA. RPRA will contact impacted producers directly to discuss supply data verification reporting requirements for 2025 and determine an appropriate submission deadline.

Later this year, RPRA will further review the registry procedure to incorporate recent amendments to the Electrical and Electronic Equipment (EEE) Regulation. Any changes to the procedure will be finalized ahead of 2026 verification reporting.
