The Excess Soil Registry is online!

Ontario’s construction and soil management industries can now access the Opens in new window: Excess Soil Registry, one month before legal requirements in the Opens in new window: On-Site and Excess Soil Management Regulation to file notices in the Registry take effect on January 1, 2022.

RPRA built the registry to be efficient and user-friendly, in consultation with the Ministry of the Environment, Conservation and Parks and industry stakeholders, and in collaboration with technology partners. RPRA also made it easy for the public to find information about the movement of excess soil throughout the province on our searchable database of notices. The ministry is responsible for policy and programs related to excess soil and will conduct compliance and enforcement activities under the Excess Soil Regulation.

As part of the notice filing process, Registry users may be required to pay a fee upon completion of a notice filing to cover RPRA’s costs for building, maintaining, and operating the Registry and supporting Registry users. The Authority consulted on the Excess Soil Registry Fee schedule from September 27, 2021, to November 12, 2021, including holding two webinars in October. In response to stakeholder feedback, the initially proposed fees were confirmed and RPRA will issue refunds as required to Registry users if the final soil volumes submitted for Project Area or Reuse Site notices are less than initially estimated.
