Participate in RPRA’s consultation on proposed 2023 RRCEA program and Excess Soil Registry fees
From September 26 to November 10, 2022, RPRA is consulting on the proposed fees for the Excess Soil Registry, and for producer responsibility programs under the Resource Recovery and Circular Economy Act, 2016 (RRCEA):
- Batteries
- Blue Box materials
- Hazardous and Special Products (HSP)
- Information Technology, Telecommunications and Audio-Visual (ITT/AV) equipment
- Lighting
- Tires
Fees for RRCEA programs are charges that producers pay to RPRA annually to cover its costs related to compliance and enforcement activities, and for building and operating the registry portals for each material category. Fees charged to users of the Excess Soil Registry are for building and operating the registry and providing support to users.
As in previous years, producers obligated under RRCEA regulations will be required to report their supply data and pay the associated fees to RPRA in 2023. More information on reporting requirements can be found on the program pages linked above.
This proposal outlines the proposed 2023 RRCEA program and Excess Soil Registry fees, and gives an overview of RPRA’s Cost Allocation Methodology. The proposed fee rates are estimates based on known information available at this time.
The fee proposal and webinar registration information for 2023 fees for users of the Hazardous Waste Program Registry will be posted to this webpage in the coming weeks.

RPRA is hosting three webinars to walk through the proposal, answer questions and gain feedback from RRCEA program registrants, Excess Soil Registry users and other interested stakeholders. Sessions are program-specific, but all sessions will provide an overview of all 2023 fees for RRCEA programs and Excess Soil Registry users. Follow the links to register for the webinars:

- Wednesday, October 19, 9:00a.m. to 11:00a.m.
- Session 2: Proposed fees for Excess Soil Registry users
- Thursday, October 20, 1:30p.m. to 3:30p.m.
- Session 3: Proposed fees for Blue Box and HSP producers
- Friday, October 21, 11:00a.m. to 1:00p.m.
Recordings of the webinars and presentation slides will be posted to RPRA’s website the day after they are held.
