California proposes bill for extended producer responsibility for fashion manufacturers

The state of California is proposing a bill to increase textile diversion from landfill by holding the manufacturers responsible for their products at end-of-life. This bill, or the Responsible Textile Recovery Act of 2023, would make California the first state to require fashion producers to help set up free collection sites where consumers can drop off used clothing, among other requirements.
