Authority Approves Ontario Electronic Stewardship Wind-Up Plan
The Authority has approved the Wind-Up Plan for the waste electrical and electronic equipment (WEEE) program submitted by Ontario Electronic Stewardship (OES).
The Wind-Up Plan details how the WEEE Program will be wound up by December 31, 2020 and OES itself wound up soon after. It includes an implementation plan, timelines, finances and budgeting, promotion and education, data management, and other considerations.
Key conditions the Authority put on its approval of the plan include:
- OES to arrange for an independent audit to assess the fair use or transfer of OES intellectual property to EPRA
- development and implementation of a detailed data management plan
- development of a compliance guideline to ensure consistency and transparency in OES’s compliance decision-making
- a requirement that OES inform the Authority of planned inspections and audits; rejections, suspension and defaults issued, and generator pairing requests that are not approved or rejected within 45 days
- OES to cooperate with the Authority in consulting with stakeholders on how remaining residual funds after program wind-up will be transferred to, and used by, the Authority.
In February 2018, the then Minister of the Environment and Climate Change directed OES to wind up the WEEE Program. OES submitted their Wind-Up Plan to the Authority in December 2018.
Between March and April 2019, the Authority consulted on the plan with municipalities, stewards and other affected stakeholders. Visit the consultation webpage to learn more about the consultation process and to read the consultation report summarizing the stakeholder feedback received.
