Blue Box producers will not be required to submit verification reports when submitting supply reports in 2025 and 2026

RPRA will not require Blue Box producers to submit a verification report when submitting their annual supply data to RPRA in 2025 and 2026.

This guidance has been issued by RPRA’s Registrar to support Blue Box producers during the transition to the new producer responsibility regulatory framework outlined in the Blue Box Regulation issued under the Resource Recovery and Circular Economy Act, 2016 (RRCEA).

RPRA will undertake an internal data verification process of supply reports submitted in 2025 and 2026 using a risk-based approach.

Producers will be required to submit their first supply data verification report starting in 2027 to verify 2026 supply data.

Blue Box producers must continue to report accurate and complete supply data and may continue to use existing methodologies to calculate supplied quantities during the transition (e.g., Average Bill of Materials).

Blue Box producers must also continue to maintain relevant records for five years from the date of creation. Records should include all steps taken to calculate their Blue Box weights reported to RPRA, as well as all supporting documentation.

Producers may be subject to inspections by RPRA’s Audit and Risk team during this time and on request must provide records to verify the accuracy and completeness of data submitted in their annual supply reports.
