Amended Blue Box Program Plan

The Minister of the Environment and Climate Change has directed the Authority and Stewardship Ontario to jointly develop a proposal for an amended Blue Box Program Plan. The proposal will outline the first phase of transition for the Blue Box Program under the Waste Diversion Transition Act, 2016, and will set the stage for a second phase of transition that will result in individual producer responsibility under the Resource Recovery and Circular Economy Act, 2016.

The Authority and Stewardship Ontario collaborated in developing an engagement plan to solicit advice and recommendations from interested stakeholders and Indigenous Peoples to on how best to respond to the Minister’s direction to transition the Blue Box Program from shared to full producer responsibility.

Stewardship Ontario completed the first phase of consultations between October and November, 2017. The engagement plan and consultation details are available on Stewardship Ontario's website.

Draft Amended Blue Box Program Plan

On December 19, 2017 Stewardship Ontario launched the second phase of consultations with the posting of its draft amended Blue Box Program Plan. The draft plan can be found on their website here: http://stewardshipontario.ca/draft-a-bbpp/

Stewardship Ontario will be accepting comments on the draft plan until January 15, 2018. They will also be holding a webinar consultation on January 8, 2018. To register, click here.

Additionally, the Authority has prepared a commentary on its role and mandate in the initiative; an assessment of the consultation process to date; and an outline of the actions it will undertake in 2018. Read the commentary here. 

Draft Program Agreement

The WDTA requires that a Program Agreement between the Authority and Stewardship Ontario be included in an amended Blue Box Program Plan. The Program Agreement governs the role of Stewardship Ontario in the operation of the program and the exercise of Stewardship Ontario’s powers under the WDTA.

Read the draft Program Agreement, which includes an introduction by the Authority. The Authority is looking for feedback on the draft Program Agreement. Written comments can be sent to consultations@rpra.ca until January 15, 2018.

The Authority will also present the draft Program Agreement as part of Stewardship Ontario’s Phase 2 Consultation meeting on January 8, 2018.
