From October 6 to November 21, 2022, RPRA consulted on the proposed fees for the Hazardous Waste Program (HWP) Registry. From September 26 to November 10, 2022, RPRA consulted on the proposed fees for the Excess Soil Registry, and on fees for extended producer responsibility (EPR) programs under the Resource Recovery and Circular Economy Act, 2016 (RRCEA):
- Batteries
- Blue Box materials
- Hazardous and Special Products (HSP)
- Information Technology, Telecommunications and Audio-Visual (ITT/AV) equipment
- Lighting
- Tires
Producers under the RRCEA and users of the Excess Soil and HWP registries pay fees to RPRA annually to cover its costs for building and operating the registries, providing service to registrants, and for compliance and enforcement activities under the RRCEA. As an administrative authority of the Government of Ontario, RPRA does not receive any government funding and recovers its costs through fees charged to regulated parties.
2023 fees for RRCEA programs for tires, ITT/AV and batteries, lighting and Blue Box materials, and fees for the HWP and Excess Soil Program registries were all finalized on November 29, 2022.

The fee model and rates for the HSP Program are undergoing further analysis. HSP registrants will be updated at a later date.
RPRA hosted five webinars to present the fee proposals, answer questions and receive feedback from registrants and other interested stakeholders. RPRA appreciates the feedback provided and considered all comments when finalizing the 2023 fees for the HWP and Excess Soil registries and the 2023 RRCEA Program Fees for tires, ITT/AV and batteries, lighting and Blue Box materials. HWP and Excess Soil registry fee consultation outcomes
The fee model for the Excess Soil Registry was approved as proposed during the consultation. The model consists of a fixed flat fee for small soil removal projects, and tiered fees tied to volume of soil removed or received for larger projects and soil reuse sites. The final fee rates are unchanged from what was proposed.
The HWP Registry fee model and fee rates were also approved as proposed. The fees consist of a flat per-manifest fee and a per-tonne fee for subject waste.
Background
The HWP Registry opened on November 15, 2022, to allow registrants to set up their accounts ahead of January 1, 2023, when requirements to report movement of hazardous waste and pay fees come into effect. Users of the Excess Soil Registry will also be required to file notices and pay fees beginning January 1, 2023.
RPRA will communicate directly with registry users via email on how and when they can complete their filing requirements and pay their fees. More information on reporting requirements can be found on the program pages of RPRA’s website linked above.
2023 RRCEA program fees consultation outcomes
The fee models for the RRCEA programs for tires, ITT/AV and batteries, lighting and Blue Box materials were approved as proposed during the consultation, and the final fee rates are unchanged from what was proposed. The models consist of a fixed flat fee for small producers and variable fees tied to supply volume for large producers.
The final fee rates for those programs are also unchanged from what was proposed.
The proposed fee model and rates for the HSP Program are undergoing further analysis to address stakeholder feedback. HSP fees will be communicated in early 2023.
