Understanding Ontario’s Blue Box Regulation

The Understanding Ontario’s Blue Box Regulation Learning Series events were designed to help producers of Blue Box materials understand their obligations under Ontario’s Blue Box Regulation, and to provide municipalities with information to support their transition to the new Blue Box framework.

2024

With the new framework where Blue Box producers are fully accountable and financially responsible for collecting and recycling their Blue Box materials in effect, RPRA has begun hosting webinars to clarify the roles of producers, RPRA, and other key players within the system.

On January 25, 2024, RPRA hosted a webinar to help producers of Blue Box materials understand their obligations under Ontario’s Blue Box Regulation, and RPRA’s approach to compliance.

Topics that were covered during the webinar included:

  • When a producer is considered a Free Rider and what RPRA is doing to address Free Riders under the Blue Box Regulation
  • RPRA’s risk-based approach to compliance
  • The tools RPRA can use to address non-compliance

2023

With Ontario’s first communities transitioning to receiving services under the Blue Box Regulation on July 1, 2023, RPRA hosted webinars in February and June 2023 to help producers of Blue Box materials understand how to prepare to meet their producer obligations.

On June 14, 2023, RPRA hosted an information session to help producers understand their obligations and the steps they need to take to make sure they are in compliance with the Blue Box Regulation on July 1, 2023.

2022

In 2022, RPRA hosted a Q&A with the Registrar to help clarify the government’s regulatory amendments to the Blue Box Regulation. In preparation for the transition to the new Blue Box program in 2023, we also hosted a webinar to help producers understand how to use the Blue Box Registry Portal.

On October 20, 2022, we hosted a webinar to help producers of Blue Box materials navigate the Blue Box Registry Portal and answer questions. Topics included how to:

  • complete your supply report
  • manage your PRO
  • manage users in your account

The Government of Ontario has made amendments to the Blue Box Regulation to clarify the process for creating the province-wide system for collecting Blue Box materials that will be operated by producer responsibility organizations (or PROs) on behalf of producers. Learn more about the amendments.

On May 18, 2022, we hosted a virtual Q&A session with Mary Cummins, RPRA’s Registrar, to help registrants and other stakeholders better understand the amendments. Topics included:

2021

RPRA hosted two separate webinars for Blue Box producers and municipalities to help them understand their obligations under the new Blue Box Regulation in 2021.

On September 8, 2021, we hosted our second webinar in our Understanding Ontario’s New Blue Box Regulation learning series. During this webinar, we explained the reporting process for municipalities and answered questions. Topics included:

  • why municipalities have to report
  • who needs to report
  • reporting deadlines
  • how to complete the Initial and Transition Reports
