Final 2025 program fees for the Excess Soil and Hazardous Waste Program registries and producer responsibility programs 

RPRA has posted the final 2025 program fees for the Excess Soil and Hazardous Waste Program (HWP) registries and for producer responsibility programs for batteries, electronics, Blue Box materials, hazardous and special products, tires and lighting.

The fee models proposed during the consultation were approved unchanged. However, some of the proposed fee rates were modified based on updated volume predictions. 

What are program fees?

RPRA charges program fees to parties obligated under the Resource Recovery and Circular Economy Act, 2016 (RRCEA) to recover its costs for building and operating registries, providing service to registrants, compliance and enforcement activities, and public reporting under the RRCEA.  

Program fees charged to Excess Soil and HWP registrants fund the building, maintenance, and operations of the registries, and provision of ongoing support to registry users.

Consultation process for 2025 program fees

RPRA consulted on the proposed fees from September 27 to November 12, 2024. RPRA hosted five webinars that provided overviews of the fee proposals and an opportunity for attendees to ask questions and make comments on the proposal.

Effective date

The 2025 program fees will come into effect on January 1, 2025.
