Clearer guidance is the key to unlocking improved recycling rates

At the Packaging Recycling Summit in Texas, experts emphasized that low U.S. recycling rates stem partly from the industry’s failure to consider and effectively engage consumers. Speakers warned against blaming individuals, arguing that limited options, unclear instructions, and lack of education hinder consumer participation. Jonathan Quinn of the U.S. Plastics Pact and Paul Nowak of GreenBlue stressed the need for clearer labeling, improved convenience (especially for flexible plastics), and better communication of recycling’s value. Behavioral expert Shira Abel highlighted that 87% of Americans support recycling, yet confusion and inconvenience contribute to a stagnant 32% recycling rate. Successful programs rely on simple systems, emotional cues, and either rewards or penalties. Speakers urged industry collaboration and consumer-focused design in both packaging and messaging. Without this, public distrust and disengagement may worsen, undermining progress toward recycling goals. Including the consumer in solutions is essential for real improvement.
