Authority Takes Steps to Support Implementation of the Tires Regulation

The Resource Productivity and Recovery Authority has released details about its new Registry, registration process and related fee requirements for tire producers and tire producer responsibility organizations (PROs) related to the recently passed tires regulation (O. Reg. 225/18) under Ontario’s Resource Recovery and Circular Economy Act, 2016.

Registration Information and Deadlines

Registration will open in the coming months. We will advise stakeholders when a date has been finalized.

All tire producers must register with the Authority by August 31, 2018.

Service providers, including tire collectors, haulers, retreaders and processors must register by October 31, 2018.

The Tires Regulation specifies that a producer responsibility organization (PRO) must register within 30 days of being retained by a producer. PROs are encouraged to register in advance of producers so that a producer can identify its PRO when the producer registers.

By November 15, 2018, producers or their PRO must report:

  • the collection sites in their collection system
  • the tire haulers, retreaders and processors in their tire collection or management system

Registry Fees

Registry Fees will recover the Authority’s costs related to its legislated responsibilities while minimizing regulatory burden on small businesses in Ontario’s tire sector.

Registry fees will be calculated and payment will be required as part of the registration process.

Service providers (tire collectors, haulers, retreaders and processors) will not pay registry fees in 2018.

Tire producers and tire PROs will be required to pay 2018 Registry fees as follows:

2018 Registry Fees for Tires

Tire Producer (0-999 tires supplied or provided on vehicles supplied in Ontario)
$75 Flat Fee

Tire Producer (1000+ tires supplied or provided on vehicles supplied in Ontario)
*The number of tires supplied is based on a rolling average of three years.

$5,000 Flat Fee

The Authority’s Fee Setting Policy

The 2018 Registry Fees for Tires were set based on the Authority’s General Fee Setting Policy and Fee Setting Methodology, which were approved, along with the 2018 Registry Fees for Tires, on April 9, 2018. The Authority will review the Policy, Methodology and its fees on an annual basis. View the documents.

The General Fee Setting Policy lays out the objectives for the Authority’s fees and the Fee Setting Methodology outlines how the Authority will calculate fees to recover costs under the Resource Recovery and Circular Economy Act, 2016.

The Authority held public consultations in developing its General Fee Setting Policy, Fee Setting Methodology and Registry Fees for Tires between August 2017 and March 2018. Comments received during the consultation were considered by the Authority as part of the decision-making process. Consultation reports are available on our consultations page.
