ITT/AV Haulers, Refurbishers, Processors

Haulers (transporters), refurbishers and processors are often referred to as service providers.

  • An ITT/AV hauler is a person that arranges the transport of ITT/AV used in Ontario that are destined for processing, reuse, refurbishing or disposal.
  • An ITT/AV refurbisher is a person that prepares or refurbishes ITT/AV used in Ontario for the purpose of reuse.
  • An ITT/AV processor is a person that processes ITT/AV used in Ontario for the purpose of resource recovery.

Under the EEE Regulation, collection sites are not required to register or report.

Haulers are required to complete an annual performance report to provide information about their recovery and management activities in the previous calendar year.

Haulers will need to log into their Registry account annually and report the following information:

  • Total weight of ITT/AV picked up
  • ITT/AV dropped off
    • Sent for processing
    • Sent for refurbishing

Deadline: ITT/AV performance reporting is due April 30 of each year.

Refurbishers are required to complete an annual performance report to provide information about their recovery and management activities in the previous calendar year.

Refurbishers will need to log into their Registry account annually and report the following information:

  • Weight of ITT/AV received from each hauler
  • Weight of ITT/AV that was refurbished
  • Weight of ITT/AV sent for processing

Deadline: ITT/AV performance reporting is due April 30 of each year.

Annual Performance Reporting

Processors are required to complete an annual performance report to provide information about their recovery and management activities in the previous calendar year.

Processors will need to log into their Registry account annually and report the following information:

  • Weight of ITT/AV received from each hauler
  • Identify the processing method used (e.g. shredding, smelting, etc.)
  • Weight of processed materials data
  • Weight of ITT/AV received and not processed
    • ITT/AV sent for reuse
    • ITT/AV sent to a different processor
  • Weight of processed material outputs
    • Weight of processed materials that were sent to a different processor for further processing based on materials type (e.g. paper, plastic, metal, etc.)
    • Weight of processed materials that were used to make products and packaging
    • Weight of processed materials that were sent to a downstream processor to make products or packaging
    • Weight of processed materials that were made to enrich soil
    • Weight of processed materials that were made into aggregate
  • Processed material disposed data
    • Weight of materials that were land disposed
    • Weight of materials that were incinerated (excludes material used as fuel or fuel supplement)
    • Weight of materials used as fuel or fuel supplement
    • Weight of materials stored, stockpiled, or otherwise deposited on land
  • Details about products and packaging made from materials
    • Details of products and packaging you created out of processed materials
  • The recycling efficiency rate (RER) for ITT/AV

Recycling Efficiency Rate (RER) Reporting

Processors are required to submit an annual report that contains a verified efficiency rate (RER). 

Processors were required to submit their first RER report by April 30, 2022. The RER must be verified in accordance with the ITT/AV Verification and Audit Registry Procedure and the verifier must prepare a verification report that includes:

  • a description of the methodology used by the verifier;
  • the information reviewed by the verifier; and
  • the results of the verification.

As of January 1, 2023, producers, or PROs on their behalf, can rely on ITT/AV processors listed on RPRA’s website to meet their management requirements that start in 2023. The list will be updated as required. View the list of ITT/AV processors here.

Deadline: ITT/AV performance reporting and the RER Verification Report are due by April 30 of each year.

2023 RER Reporting

RPRA has decided that processors already included on the ITT/AV processor list are not required to submit an RER Verification Report in 2023.  

Processors who are not currently on the list, including new market entrants, will still be required to submit an RER Verification Report in 2023. RPRA will update the list as needed.  

RPRA is currently working with Dillon Consulting to develop a new ITT/AV RER Calculation and Verification Procedure. More information on the consultation process will be made available on RPRA’s website soon.
