Lighting Haulers, and Processors

Lighting service providers were required to register with RPRA by November 30, 2022. Service providers who have not yet registered are required to do so as soon as possible. Learn more.

Haulers (transporters), and processors are often referred to as service providers.

  • A lighting hauler is a person that arranges the transport of lighting used in Ontario that are destined for processing, reuse, refurbishing or disposal.
  • A lighting processor is a person that processes lighting used in Ontario for the purpose of resource recovery.

Under the EEE Regulation, collection sites are not required to register or report.

Annual Performance Reporting

Haulers are required to complete an annual performance report to provide information about their recovery and management activities in the previous calendar year.

Deadline: Starting in 2024, lighting performance reporting is due April 30 of each year.

Haulers will need to log into their Registry account annually and report the following information:

  • Total weight of lighting picked up
  • Total weight of lighting dropped off
    • Sent for processing
    • Sent for refurbishing

Annual Performance Reporting

Processors are required to complete an annual performance report to provide information about their recovery and management activities in the previous calendar year.

Deadline: Starting in 2024, lighting performance reporting is due April 30 of each year.

Processors will need to log into their Registry account annually and report the following information:

  • Weight of lighting received from each hauler
  • Identify the processing method used (e.g. shredding, smelting, etc.)
  • Weight of processed materials data
  • Weight of lighting received and not processed
    • Lighting sent for reuse
    • Lighting sent to a different processor
  • Weight of processed material outputs
    • Weight of processed materials that were sent to a different processor for further processing based on materials type (e.g. paper, plastic, metal, etc.)
    • Weight of processed materials that were used to make products and packaging
    • Weight of processed materials that were sent to a downstream processor to make products or packaging
    • Weight of processed materials that were made to enrich soil
    • Weight of processed materials that were made into aggregate
  • Processed material disposed data
    • Weight of materials that were land disposed
    • Weight of materials that were incinerated (excludes material used as fuel or fuel supplement)
    • Weight of materials used as fuel or fuel supplement
    • Weight of materials stored, stockpiled, or otherwise deposited on land
  • Details about products and packaging made from materials
    • Details of products and packaging you created out of processed materials
  • The recycling efficiency rate (RER) for lighting

Recycling Efficiency Rate Reporting

At the time of reporting, processors are required to submit an annual report that contains a verified recycling efficiency rate (RER). The RER must be verified in accordance with the EEE Verification and Audit Registry Procedure.

As of January 1, 2023, producers of PROs on their behalf, can rely on lighting processors listed on RPRA’s website to meet their management requirements. The list will be updated as required. View the list of lighting processors here.

2024 RER Reporting Requirements

RPRA will not require processors of lighting to submit an RER verification report in 2024. However, processors are still required to submit their annual performance report.

RPRA is currently working with Dillon Consulting to develop a new lighting RER Calculation and Verification Procedure. The decision to not require an RER report in 2024 is a result of feedback received during our consultation and additional work needed to develop and implement the RER Calculation and Verification Procedures.
