2024 fees for producers of batteries, Blue Box materials, hazardous and special products, electronics, lighting and tires, along with fees for the Hazardous Waste Program (HWP) Registry, were finalized on November 30. Fee rates are posted in the schedules linked below:

RPRA charges fees for producer responsibility programs to cover its costs related to compliance and enforcement activities, for building and operating the registry portals for each material category, and providing support to registry users.
RPRA charges fees for the Hazardous Waste Program Registry to cover its costs related to building and operating the registry and providing support to users.
Excess Soil Registry fees
Fees for the Excess Soil Registry will be maintained at 2023 rates until the proposed rates for 2024 are finalized.

Consultation process for 2024 producer responsibility and Hazardous Waste Program (HWP) Registry fees
From October 2 to November 16, 2023, RPRA consulted on the proposed fees for the Hazardous Waste Program Registry and for producer responsibility programs under the Resource Recovery and Circular Economy Act, 2016 (RRCEA):
- Batteries
- Blue Box materials
- Hazardous and Special Products (HSP)
- Information Technology, Telecommunications and Audio-Visual (ITT/AV) equipment
- Lighting
- Tires
This proposal outlined the proposed 2024 fees for producer responsibility programs and the Hazardous Waste Program Registry and gives an overview of RPRA’s Cost Allocation Methodology.
The fee models and rates for all programs were approved as proposed during the consultation.
The fee models for the RRCEA programs for batteries, HSP, ITT/AV, lighting, tires and Blue Box materials consist of a fixed flat fee for small producers and producers of certain HSP materials, and variable fees tied to supply volume for larger producers.
The fee model for the HWP Registry consists of a flat per-manifest fee and a per-tonne fee for subject waste.
RPRA appreciates the feedback provided during the consultation period, and considered all comments when finalizing the 2024 fees.

Throughout the consultation period, RPRA hosted four webinars to walk through the proposal, answer questions and gain feedback from program registrants and other interested stakeholders.
