Changes to RPRA’s Registry for refillable pressurized container registrants
RPRA has updated its registry to align with the government’s regulatory amendments to the Hazardous and Special Products (HSP) Regulation that took effect in 2025.
The amendments included revising requirements for producers, haulers, processors, and PROs of refillable pressurized containers to align with requirements for refillable propane containers. Refillable pressurized containers, previously under Category B, now fall under Category E.
The changes to RPRA’s Registry allow refillable pressurized container registrants to meet the same reporting requirements as refillable propane container registrants.
What does this change mean for me?
Producers, haulers, processors and PROs of refillable pressurized containers are required to enroll in the updated ‘Refillable Pressurized and Propane Containers’ program through RPRA’s Registry. This will allow you to fulfill your reporting requirements for 2026 and onwards. Step-by-step instructions on how to enroll in the program can be found here.
Requirements for non-refillable pressurized container and refillable propane container registrants remain unchanged. However, you will notice changes in the registry, such as updated fields in supply and performance reports, to reflect the new categorization of refillable pressurized containers.
When do I need to report?
RPRA’s Registry is open for HSP producers to submit their annual supply report and pay the 2026 program fee.
HSP performance reports for haulers and processors of refillable pressurized and propane containers as well as performance reports for haulers, processors, and PROs of non-refillable pressurized containers will be available soon, and you will be notified again at that time.
The deadline for HSP supply and performance reporting is July 31, 2026.
