ITT/AV PROs

The 2026 reporting deadline was April 30th, 2026. Failure to submit reports on time or submitting false or misleading reports may result in compliance orders and administrative penalty orders. Log in to your registry account to complete your report(s).

A producer responsibility organization (PRO) is a person retained by a producer for the purpose of carrying out one or more of the following producer regulatory obligations under the Electrical and Electronic Equipment (EEE) Regulation, including:

  • Arranging the establishment or operation of collection and management systems (hauling, recycling, reuse or refurbishment services)
  • Establishing or operating a collection or management system
  • Preparing and submitting reports

PROs operate in a competitive market, and producers can choose the PRO (or PROs) they want to work with. The terms and conditions of each contract with a PRO may vary.

PRO obligations under the EEE Regulation

Producers are individually accountable and financially responsible for collecting and reusing, refurbishing or recycling their products when consumers discard them. A PRO that has entered into an agreement with a producer is required under the EEE Regulation to satisfy the collection and management system requirements that apply to the producer.

A PRO must register with RPRA within 30 days of being retained by an ITT/AV producer.

Collection Activity Reporting  

PROs must regularly update their collection activities in the Registry. Collection activities refer to collection sites, events and seasonal events, call-in and other activity types related to material collection systems.

Annual Performance Reporting 

Each year, PROs are required to report on their recovery and management activities from the previous calendar year.  PROs must report the following information: 

  • Weight of ITT/AV collected
  • Weight of refurbished ITT/AV
  • Weight of recovered materials from processing the collected ITT/AV 

Deadline: Performance reporting is due by April 30 each year 

Performance Audit Reporting

RPRA is delaying the requirement for producers and PROs to submit a performance audit report in 2026. This decision was made because RPRA is in the process of finalizing its registry procedure for performance audit reporting. Lighting producers and PROs will be required to submit their first performance audit report at a later time, to be confirmed in consultation with PROs, and in accordance with the finalized procedure. 

Collection Activity Reporting

PROs must regularly update their producer client’s collection activities in the Registry. Collection activities refer to collection sites, events and seasonal events, call-in and other activity types related to material collection systems.

For the 2025-2029 performance periods, producers are required to ensure that at least 65% of ITT/AV they supplied is processed, refurbished or reused.  

Each year, PROs will report on the extent to which a producer was able to achieve their management requirement. PROs must report the following information for each of their producer clients: 

  • Total weight of ITT/AV collected 
  • Total weight of collected ITT/AV that were refurbished 
  • The weight of materials recovered from processing the collected ITT/AV (e.g. metals, plastics, etc.) 

Deadline: Performance reporting is due April 30 of each year. 

Note: As a PRO, you cannot report ITT/AV supply data on behalf of your producers. They will have to log into their Registry account once a year to provide this information and pay the required program fee.

Note: RPRA is delaying the requirement for ITT/AV producers and PROs to submit a performance audit report in 2026. RPRA will communicate directly with producers and PROs about their performance audit requirements later this year.		Date to be confirmed in consultation with PROs
