Hazardous and Special Products Disposal Facilities

A Hazardous and Special Products (HSP) disposal facility is a facility at which pesticides are disposed of.

What are my obligations under the HSP Regulation?

Click the heading below to learn more about your obligations as an HSP disposal facility.

As of July 15, 2022, registration is closed and RPRA will no longer be accepting manual registration forms. RPRA is currently building an online registry (the Registry) that will launch this fall, and registration via the Registry will resume at that time. Information on how to register through the Registry will be provided at a later date.

HSP disposal facilities, also commonly referred to as a service provider, were required to register with the Authority by August 31, 2021. Producers, or PROs acting on their behalf, can only rely on service providers who are registered with the Authority.

Annual Performance Report

Starting in 2023, disposal facilities of pesticides are required to submit an annual performance report and include the following information:

  • A description of how the pesticides were disposed of
  • The weight of pesticides received from an HSP hauler and their name, contact information and RPRA registration number
  • The weight of pesticides received from a person other than an HSP hauler and their name, contact information and RPRA registration number
  • The weight of pesticides that were received from outside of Ontario (if applicable)

The 2023 performance report will include the months of October, November and December 2021 in addition to the 2022 calendar year.

Going forward, the report will include the information from the previous calendar year.
