2023 resource recovery data was published for the following programs on these dates:

– Blue Box, HSP and Lighting on May 30, 2025
– Electronics on May 1, 2025
– Batteries and Tires on March 5, 2025

Companies that supply tires, Blue Box materials, hazardous or special products (e.g., paint, automotive materials), batteries, lighting, or electronics in Ontario are obligated under the Resource Recovery and Circular Economy Act, 2016 (RRCEA) to recycle or reuse their products and packaging when consumers are finished with them. 

Companies must report to RPRA every year the amount of material they supply into the Ontario market, and their performance meeting the recycling and reuse targets set out in the regulations issued under the RRCEA.  

RPRA reports the following annually:  

  • Supply: The amount of materials supplied into the Ontario market.  
  • Resource recovery requirement: The amount of materials producers are required to collect and recycle or reuse.  
  • Recovery requirement reduction: The reduction to the overall recovery requirement based on specific criteria outlined in each regulation.

Published reports do not contain commercially sensitive information.

RPRA publishes data for each program as soon as possible after reporting deadlines have passed. Data may be unverified and is subject to change as audit and verification activities and compliance inspections unfold.

Collection

Blue Box producers, or PROs on their behalf, report the weight of Blue Box materials collected to RPRA after a one-year lag (e.g., materials collected in 2023 are reported to RPRA in 2024). The below date represents the year in which materials were collected and processed in.

Blue Box producers, or PROs on their behalf, reported the weight of Blue Box materials collected and sent to primary processors in 2023 to RPRA by October 15, 2024. The following data represents materials collected from approximately 1/3 of all Ontario communities from July 1 to December 31, 2023. These were the first communities to transition to the producer-run Blue Box Program (within year one of the two-and-a-half-year transition period).

PROs reported that 85% of Blue Box materials collected and sent for sorting in 2023 was subsequently packaged and sent for further processing, while 15% was sent to landfill. Note that the 2023 collection data has not been audited.

Recovery

HSP producers, or PROs on their behalf, report the weight of materials collected and recovered to RPRA after a one-year lag (e.g., materials collected and recovered in 2023 are reported to RPRA in 2024). The below date represents the year in which materials were collected and recovered in. 

Producers, or PROs on their behalf, and service providers were required to report 2023 recovery results for collecting and recovering oil filters and non-refillable pressurized containers by July 31, 2024. Recovery reports submitted in 2024 show that the 85% recovery requirement for oil filters outlined in the HSP Regulation was achieved. The 25% recovery requirement for non-refillable pressurized containers was not achieved.

Recovery

Note: The Electrical and Electronic Equipment (EEE) Regulation requires lighting producers to make “best efforts” to meet the recovery rate requirements in 2023, 2024, 2025 and 2026. In determining whether an obligated producer used best efforts to meet their management requirements, RPRA considers whether the producer, acting in good faith, took all reasonable steps to meet the requirements outlined in the EEE Regulation.

Tires

Audited recovery reports submitted by PROs in 2021 show that the 85% recovery rate target for all tires outlined in the Tires Regulation was achieved (producers must ensure that 85% of the tires they collected in a year, by weight, were reused, retreaded or turned into processed).
