A producer responsibility organization (PRO) is a business established to contract with producers to provide collection, management and administrative services to help producers meet their regulatory obligations under the Tires Regulation, including:

  • arrange the establishment or operation of a tire collection or management system (i.e. processing, hauling or retreading)
  • establish or operate a tire collection or management system (i.e. processing, hauling or retreading)
  • prepare and submit reports.

PROs operate in a competitive market and producers can choose the PRO (or PROs) they want to work with. The terms and conditions of each contract with a PRO may vary, contact a PRO to learn about the services they offer.

PRO obligations under the Tires Regulation

As of January 1, 2019, tire producers are individually accountable and financially responsible for collecting and reusing, refurbishing their products once consumers discard them.

A PRO that has entered into an agreement with a producer is required under the Tires Regulation to satisfy the collection and management system requirements that apply to the producer.

Annual Performance Reporting

For the 2025 performance period, producers are required to ensure that at least 65% of tires they supplied in Ontario is reused, retreaded, or processed.

For producers of large tires (weighing more than 700 kg) producers are required to ensure that at least 60% of the large tires they supplied into Ontario is reused, retreaded or processed. The performance report is due May 31 each year.

Producers, or PROs on their behalf, are required to report the following information annually in the Registry:

  • number and calculated weight of tires used and collected in Ontario
  • number and calculated weight of tires sent for reuse on a vehicle
  • number and calculated weight of tires sent for reuse for a new purpose
  • number and calculated weight of tires retreaded
  • actual weight of processed tire materials, by material type

Deadline: Tire performance reporting is due May 31 of each year.

Note: as a PRO, you cannot report tire supply data on behalf of your producers – they will have to log into their Registry account once a year to provide this information and pay the required program fee.
